A care home in Walthamstow could be converted into supported living accommodation for young adults with mental health needs, under plans now with Waltham Forest Council.
The application, for 14 Grove Road, would create a household shared by four 18-year-olds, supported by staff who would not live on site. The scheme has been named Grove Harmony House.
According to the planning statement, residents would take part in running the household — managing day-to-day tasks, preparing meals and joining shared activities — while receiving support in "developing and maintaining independent living skills". The statement describes care being delivered "within an ordinary domestic environment" rather than an institutional one.
The applicant is mental health nurse Yasmin Beebeejaun, registered since 1976. In a letter submitted with the application, she wrote: "A great deal of [harm] is preventable with the right environment and the right people around someone."
Beebeejaun pointed to the council's own recognition that demand for supported living in the borough outstrips what is available locally, with residents sometimes placed outside Waltham Forest as a result. Local provision, she argued, would reduce "reliance on out-of-borough placements and the additional practical and financial pressures" that come with them.
That argument sits at the centre of the case: a change of use from one form of care to another, on a site already in care use, framed less as new capacity than as capacity closer to home. Whether the council reads it that way is the open question.
