A £17.2 million investment through the government’s Levelling-Up Fund is set to breathe new life into the St James Quarter and surrounding areas in Walthamstow. The initiative, named "Culture for All," focuses on creating a vibrant, inclusive public space that enhances local business, community access, and the area’s cultural identity.

At the heart of the regeneration plan is the transformation of 16 disused railway arches near St James Street into a bustling stretch of cafés, shops, creative spaces, and restaurants. Alongside this, the public realm on Hoe Street, the High Street, and the surrounding St James area will see significant upgrades, including new greenery, lighting, street furniture, and public artworks.

Councillor Ahsan Khan, Deputy Leader for Housing and Regeneration, said the goal is to make the area more welcoming, economically resilient, and culturally rich. “This investment will help build a neighbourhood that celebrates local talent, improves public safety, and brings more jobs and opportunities to Walthamstow residents.”

The project has been developed with input from residents, local businesses, and cultural partners. It aims not only to improve the physical environment but also to stimulate footfall and boost the local economy.

Work is expected to begin later this year, with phased improvements rolled out through 2026. The regeneration effort reflects Waltham Forest’s wider ambition to create inclusive growth and position the borough as a cultural and economic hub in north-east London.
