Waltham Forest Council's licensing committee has put eight new conditions on the Castle pub in Walthamstow Village after a review prompted by complaints from neighbours.
Residents had complained that customers' children were causing disturbances, including going into people's gardens and damaging cars. More than 144 comments were sent to the council during the review, and more than half of them supported the pub.
What changes
Under the new conditions:
- children under 18 must be with an adult at all times
- children must leave by 9pm
- management must keep detailed records of complaints
- residents will get a dedicated phone number for complaints
- the pub must have an outdoor management plan covering noise, obstruction and safety
- outside areas must be marked with signs and removable barriers
What was turned down
The committee did not bring in a strict ban on drinking outdoors, and did not require a door supervisor at weekends. Some campaigners had asked for both.
Owner Adam Phillips said: "I welcome the council's decision and recognise the importance of respecting the interests and concerns of our neighbours."
The Castle, on Grosvenor Rise East, has been trading for 168 years. It serves food until 9pm and drinks until 11pm. It has become busier since the surrounding streets were pedestrianised under the Mini Holland scheme, a change that has brought more people into the area, and with them the questions about how outdoor space is shared that the committee has now ruled on.
